Unable to open

With the patch or without, when I click on the icon to open it, this error occurs after I click "start" on the setup/option box.

MMM Open it as administrator?
not really sure, I had this problem in another server and I fixed it, though I dont remember how. X_x

Most everyone has to run as an administrator.
